Professional Experience:
Dr Angelo Mtitu Mapunda is a serving senior lecturer at the School of Law (formerly faculty of law, University of Dar es Salaam). Dr. Mapunda is one of the senior partners at the Firm since its establishment in 1996. He practices many areas of the law but his special areas of expertise include private-public partnerships (PPPs); commercial law, corporate law, trade marks, banking, finance, public procurement and investment, arbitration and litigation.
Dr Mapunda is the firm’s principal litigation counsel. He is highly-rated both by the Bench and the Bar in Tanzania due to his time-honored experience in and wide familiarity with the procedures and practices of the Courts in Tanzania. In this role, he represents local and multinational companies, government institutions as well as private individuals in cases before the High Court of Tanzania (including the Commercial Court) and the Court of Appeal of Tanzania. Examples of major clients he has represented include Tanzania Revenue Authority; Tanzania Portland Cement Company; Tanzania National Roads Agency; McArthur & Baker International Corporation; Tanzania Electric Supply Co. Ltd; Swissport Ltd; Dimon (T) Ltd; Konoike Construction Co. Ltd; Quality Motors Ltd; Stanley Mining Ltd; Ramsoap Ltd; Knight Support Limited; Siemens Ltd; Tanzania Cigarette Company Ltd; Williamson Diamond Mines Ltd; Kagera Sugar Company Ltd; Gulf Bulk Petroleum Ltd; Konoike Construction Co. Ltd; Jiefang Ltd, to mention just a few. Dr. Mapunda was retained by the US multinational, Colgate Palmolive Corporation, to protect its trade mark against infringement by competitors. In the area of arbitration, Dr. Mapunda has also arbitrated a power purchase dispute between TANWAT and Kibena Tea Company, NJOMBE and a shareholders’ dispute in Masailand Hunting Company Ltd.
Dr Mapunda boosts of a reputable track record in transactional work. For example, in 2008 he successfully facilitated sale of shares and assets from Southern Tanganyika Game Safari & Tours, proprietors of the Mbuyu Safari Camp in the Selous Game Reserve, the leading photographic safari destination in Tanzania, to Chateau Properties Limited. In 2008 he managed a deal for the acquisition of assets of the Jangwani Seabreeze Hotel Ltd by Eclipse Hotels Ltd. In 2009 he facilitated acquisition of shares and landed assets in Argovia Hotel Ltd at Pangani, Tanga, by Mkoma Bay Tented Lodge Limited and a share transfer for Dik Dik Hotel, Tours & Restaurant Ltd involving sorting out a high court case, financial accounts and land titles.
Dr Mapunda has done debt collection for reputable organizations and companies such as Tanzania Electric Supply Co Ltd (TANESCO), Tanzania Harbours Authority (now TPA), Dar es Salaam Cargo Handling Co. Ltd (DAHACO) (now Swissport Ltd).
Endowed with a long academic background, Dr. Mapunda has undertaken a number of local and international consultancies for the Government, public corporations and private companies alike. For example, he has served as consultant to the government institutions, such as the Better Regulation Unit, President’s Office; Law Reform Commission of Tanzania on Reform of Civil Justice System; the Tropical Pesticides Research Institute on securing landed assets located countrywide; the Tanzania Ports Authority on lease contracts for its harbors in Dar es Salaam and Mwanza; and the Business Environment Strengthening Programme to research and review the Court of Appeal Tanzania Rules, 1979 and the Appellate Jurisdiction Act, 1979 to enhance the Tanzanian business environment.
He has also been consulted by industry organizations, such as the Tanzania Sugar Growers Association on investment, labour and pricing issues for the sugar industry. Dr. Mapunda also advises companies, both local and international, on regulatory framework for investment and statutory compliances, including employment and immigration requirements. He is currently Legal advisor to the Good Samaritan Foundation/Kilimanjaro Christian Medical Centre joint venture partnership for the utilization of its medical and research facilities.
Academic Qualifications:
Masters in Law and Bachelor of Laws (Hons) from the University of Dar es salaam and a PhD from University of Warwick (UK).
Professional Qualifications:
Advocate of the High Court of Tanzania, Notary Public and Commisioner for Oaths.
Membership to Professional Society
Tanzania Council of Legal Education; the Tanganyika Law Society and the East African Law Society.
